The whole idea of the home mortgage interest tax deduction came up as a tool to motivate people to buy house, which in turn created a lot of construction jobs, which lead to economic development of the United States as a country.
It is obviously that your your home mortgage does not qualify for Home Mortgage Tax Deduction since it is not your primary place of leaving, but more an investment, so the mortgage you have would be qualified as personal loan.
I say you can not treat interest paid on the home mortgage in another country the same way as interest paid on the mortgage in the US
